"IUEC has turned 12. We have become experts over this period of time. I am glad to see many of my colleagues invited as experts by many institutions, including those in the field of training and education. An IUEC officer is a member of the expert group assessing the nuclear infrastructure of our new partners in the nuclear field. We actively participate in IAEA training activities. “Autonomous systems are gradually displacing humans from the battlefield, and in many aspects, this can be a boon to the military, who are exposed to less risk. However, at the same time, humans transfer to artificial intelligence (AI) a part of their powers, and consequently a part of their responsibility. According to experts, neural networks will probably never learn to explain their decisions to humans. This can become a serious problem once AI is involved in such areas as intelligence, data analysis, communications and control, scenario development, and in the long run decision making.” – Director of PIR Center’s Emerging Technologies and Global Security Project Vadim Kozyulin.

Biography :

Senior Expert at the Center for Advanced Governance, Consultant at PIR Center, Expert of the Russian International Affairs Council. Member of the Younger Generation Leaders Network on Euro-Atlantic Security. Since 2017, he has been PIR Center’s contact person for the OSCE Network of Think Tanks and Academic Institutions, and in 2018, he was involved in the implementation of the Network’s project focused on the future of conventional armed forces control. In 2016-2019 he worked as an Expert on Foreign Policy and Security at the Center for Strategic Research. In 2010, he graduated from the International Faculty of the South Ural State University. In 2015, he received his Master’s Degree from the Johns Hopkins University School of Advanced International Studies. His research interests include European security and conventional arms control and the impact of digital technologies on international security. 07/20
