Biography :

Ph.D in Law, Ambassador Extraordinary and Plenipotentiary. In 1984, he graduated from MGIMO (University) of the MFA of the USSR, International relations Department, in 1991 - Faculty of Advanced Studies of the Diplomatic Academy of the USSR. In the period 1984-1998 – promoted from Embassy Duty Officer to Deputy Director of the Russian Foreign Ministry. He participated in several international conferences on European security and disarmament, was a member of the group of advisers of the Minister of Foreign Affairs of the Russian Federation. In 1998-1999  assistant, then Deputy Head of the Secretariat Prime Minister, responsible for the unit of international issues. From 1999 to 2012  Deputy of the State Duma of the Federal Assembly of the Russian Federation. In the 2004-2011 years  Chairman of the State Duma International Affairs and the head of the Russian delegation to the Parliamentary Assembly of the Council of Europe (PACE). March 5, 2012 appointed as a head of the Russian Cooperation and Russian President’s Special Envoy for relations with CIS member-states.
