Doctor of Economics, Professor. Envoy Extraordinary and Minister Plenipotentiary. Graduated from Moscow State University of Foreign Affairs in 1978. In 1978-1980 and 1984-1987 was a member of USSR trade promotion office in North Korea. In 1980-1990 was a  junior research associate and research associate of the Institute of Economy of World Socialist System of Academy of Sciences of the USSR. Taught in Moscow State University of Foreign Affairs since 1981. In 1990-1991 was an Executive Secretary of the USSR Chamber of Commerce and IndustryUSSR-South Korean Economic Copperation Council in 1990-1991. In 1991-1993 was a Korean Department Manager in the Ministry of Foreign Affairs, in 1993-1998 Minister-Counsellor of the RF Embassy in the Republic of Korea, in 1998-2003 Deputy Director of 1st AsianDepartment of Ministry of Foreign Affairs, in 2003-2007 RF Council-General inSidney, in 2007-2008 Invited Research Fellow of the Brukings Institute, Washington. PIR Center Advisory Board member since 2013.
