Biography :

Held various positions at the Lawrence Livermore National Laboratory, the Rand Corporation, and Harvard University, where he received a PhD in Government in 1984. From 1987 to 1995, held various positions at the Department of State. As Deputy to the Ambassador-at-large for Korean Affairs, Robert Gallucci, he was one of the US negotiators of the 1994 US–DPRK Agreed Framework. Worked in the Department of State as Director of the Office of Regional Non-proliferation Affairs in the Bureau of Political Military Affairs and as Special Assistant to the Ambassador-at-large for Non-proliferation and Nuclear Energy Policy, Richard T. Kennedy. Served as Director of Studies and Senior Fellow for Non-Proliferation at the International Institute of Strategic Studies (IISS) in London. Directed the Institute's Non-Proliferation Programme. From 1996 to 2000, he served as Special Assistant to President Clinton and Senior Director for Non-Proliferation and Export Controls at the National Security Council.
