“Sharing best practices in the field of critical infrastructure protection, including non-nuclear energy infrastructure is often limited because of special security regime at such objects, whereas elaboration of norms and standards of states’ conduct in information space is complicated due to the lack of trust among them. Despite some regional initiatives to strengthen international information security, the ongoing discussion on the necessity to elaborate norms in information space, a comprehensive cooperation mechanism is lacking, which should be taken into account given the peculiarities of ICT sphere,” – according to PIR Center intern Karina Markova.
"Today, among the member countries of the BRICS there are no strong channels of communication on Internet governance issues, both at the governmental and expert level. The coming summit in Ufa may become a milestone in the formation of a common position on Internet governance among BRICS countries. However, due to significant differences in the positions of countries and the lack of time for their congruence, the outcome of the summit can solely be a framework document confirming the position already fixed in the Fortaleza Declaration"- PIR Center intern Ilona Stadnik.
