One of the most authoritative members of the Russian Internet community. Was the technical leader of the first Russian project of mass broadband Internet access services and IP TV. 1995-2000 — headed the Internet project of the Combellga Internet provider, which was in Russia’s top ten in terms of revenue at the time. 2001-2003 — technical director of MTU-Intel. At the same time headed the technical service of Russia’s first project on granting broadband Internet access using ADSL technology (later known as Stream). Organized Russia’s first IP TV testing (later known as Stream TV). 2004-2005 — Deputy General Director, ROSNET. 2006-2011 — technical director of Akado-Stolitsa, Russia’s largest operator in the market of the B2C services for the Internet and cable digital television, with an audience of up to one million people. 2001-2010 — a member of the Coordination Center for TLD RU Board. Took an active part in the drafting of Russia’s first Internet normative documents on data transmission and telematics and the elaboration of technical requirements to LESS online. Since 2014 head Internet Support Foundation. A member of the Council of Europe's Committee of experts on cross-border flow of Internet traffic and Internet freedom. A member of PIR Center Advisory Board since 2015.

Biography :

Leonid Todorov earned his B.A. in management from the University of Copenhagen and his M.A. in Linguistics from Moscow State Pedagogical University. Since the onset of the Russian reforms, he served for more than a decade as Chief of Staff to the late PM Yegor Gaidar. He has subsequently worked for a mining company and a PR firm in Moscow. In 2008, he joined the Coordination Center for the .RU top level domain and serves as Deputy Director for External Relations in Russia’s Internet registry. Leonid’s focus is on Internet governance, IDNs, international cooperation, and cybersecurity. He has authored and coauthored a number of publications on these issues and has presented at various national and international events. He is also one of co-founders of and major contributors to the Russian Internet Governance Forum and is on the steering group for the European Dialogue on Internet Governance (EuroDIG). Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012.

Mikhail is an experienced attorney and specialist in the field of information security. He is the  PayPal IRM Director, earlier - vice president of the Mail.ru Group and previously served as president of the Coordination Center of the Russian Top-Level Domain (RU), DST Advisors Managing Director. Mikhail focuses on information rights issues, including access to information. He has co-authored the drafts of most of Russia's legislation on information technology. Previously, he was employed at Microsoft Russia, where he was responsible for the corporation's cooperation with governmental authorities in Russia and other CIS states. Mikhail represented the Russian Federation in the G8 working group on legal issues, and in 2004, he was a member of the working group on Internet governance established by the U.N. Secretary-General. Mikhail served as the Chair of PIR Center's Working Group on International Information Security and Global Internet Governance under the Center's Advisory Board in 2012-2014.
