Biography :

In 1979 graduated from Moscow State University (Political Geography) and worked in a research institute of the USSR Ministry of Defence. After receiving PhD in International Relations from the Institute of USA and Canada (Moscow) in 1988, he worked at the Institute of Europe (Moscow) until October 1992, when he joined PRIO. In 1995-2001 he was a co-editor of Security Dialogue, a quarterly policy-oriented journal produced at PRIO, and in 2000-2004 he was the head of the Foreign and Security Policies program. Author of several books, among them The Russian Army in a Time of Troubles (London: SAGE, 1996). His articles on the Russian military posture, Russian-European relations, peacekeeping and conflict management in Europe appeared in numerous respected academic journals. Dr. Baev also prepares weekly comments for Eurasia Daily Monitor. PIR Center Advisory Board member since 2007.

Biography :

Sri Lanka stateman and diplomat. Dr. Jayatilleka was Sri Lanka’s Ambassador Extraordinary and Plenipotentiary to the Russian Federation (2018-2020). Earlier he served as Ambassador Extraordinary and Plenipotentiary of Sri Lanka to France, accredited to Spain and Portugal, and Permanent Delegate of Sri Lanka to UNESCO, Paris (2011-2013).

Also, Dayan Jayatilleka was a Permanent Representative-Ambassador of the Democratic Socialist Republic of Sri Lanka to the United Nations at Geneva and other International Organizations (2007-2009).  He was elected Chairman of the Governing body of the ILO (2007-2008) and Vice-President of the United Nations Human Rights Council (2007-2008).

Ambassador Jayatilleka served as Chairman-Rapporteur of the UN Human Rights Council's Inter-Governmental Working Group on the effective implementation of the Durban Declaration and Program of Action of the UN World Conference against Racism, Racial Discrimination, and Xenophobia and Related Intolerance. He was also Coordinator of Agenda Item on "General and Comprehensive Nuclear Disarmament" of the UN Conference on Disarmament, and Coordinator of Asian Group, UNCTAD (2009). 

Currently Dayan Jayatilleka is a Senior Advisor on International Relations to the Leader of the Opposition and Daily FT Columnist (Colombo, Sri Lanka) as well. 03/22

Biography :

Igor comes to the Foundation with strong academic credentials and varied experience as a scholar, teacher, and analyst of Russian politics, foreign policy, and international security. He holds a Doctor of Sciences degree in political science from the Institute of International Relations and World Economy (IMEMO) in Moscow, where he served as Deputy Director and Head of Department at the Center for Developing Countries. He has held visiting professorships at Macalester College, the University of California at Berkeley, San Jose State University, and the University of Washington, and taught for five years at the George C. Marshall European Center for Security Studies in Garmisch, Germany. He has published five books and numerous articles. He comes to MacArthur after having served as Washington Bureau Chief for the RIA Novosti Russian News and Information Agency since 2009. Member of the Sustainable Partnership with Russia (SuPR) Group since 2009.
