He was the head of Russian delegation at the talks with the U.S. on new START treaty. From February 2, 2011 to December 28, 2016 he held the position of a Deputy Minister of Defence of the Russian Federation. In this post he oversaw the issues of international military cooperation and organization of contacts between the Ministry of Defence and military agencies of other states. On December 28, 2016 President Vladimir Putin appointed him as Deputy Minister of Foreign Affairs of the Russian Federation. Twenty years of his career devoted to the Institute of Oriental Studies under the Russian Academy of Sciences, where he was the Head of Department of the Arab Countries, then served as Deputy Director of the Institute, and throughout 1994-2009 – Head of the Center for Arab Studies. He is also President of a non-profit NGO “Center for Strategic and Political Studies,” Editor-in-chief of the “Vostok/ORIENS” journal, member of the advisory Scientific Council under the Security Council of Russia. He leads the Department of Regional Studies at the Faculty of World Politics at Moscow State University. Author of 180 scientific papers in ten languages, six monographs, including "Terrorism in Asymmetrical Conflict" (Oxford Univ. Press, 2008). Her book “The Role of Illicit Drug Business in the Political Economy of Conflicts and Terrorism” (Moscow, 2005) has won the medal for young scientists from the Russian Academy of Sciences. Director of Department for Security Affairs and Disarmament, Ministry of Foreign Affairs of the Russian Federation. 1980 - graduated from Moscow State Institute of History and Archives. Speaks English. Diplomatic rank - Minister Extraordinary and Plenipotentiary. Married, has a daughter. Since 1980 worked in the Department of International Relations of the MFA in Moscow, Permanent Mission of the Russian Federation to the United Nations in New York, Permanent Mission of the Russian Federation to the North Atlantic Treaty Organization in Brussels. 2002-2004 - Head of Division of the Department of International Relations. 2004-2011 - Deputy Director of the Department for Security Affairs and Disarmament. 2004-2006 - Head of the Bilateral Implementation Commission of the Treaty between the Russian Federation and the United States of America on Strategic Offensive Reductions. 2006-2011 - Head of the Delegation of the Russian Federation to the Vienna Negotiations on Military Security and Arms Control. March 2011- April 2014 - Director of Department for Security Affairs and Disarmament. Since April 2014 - Director of Department for non-proliferation and arms control.
