Biography :

Rose Gottemoeller was sworn in as the Assistant Secretary of State for the Bureau of Arms Control, Verification and Compliance, on April 6, 2009. She was the chief negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation. Since 2000, she had been with the Carnegie Endowment for International Peace. She most recently was a senior associate in the Carnegie Russia & Eurasia Program in Washington, D.C., where she worked on U.S.–Russian relations and nuclear security and stability. She also served as the director of the Carnegie Moscow Center from January 2006 – December 2008. Before joining the Endowment in October 2000, Ms. Gottemoeller was deputy undersecretary for defense nuclear nonproliferation in the U.S. Department of Energy. Previously, she served as the department's assistant secretary for nonproliferation and national security, with responsibility for all nonproliferation cooperation with Russia and the Newly Independent States. In 1994-1997, deputy director of the International Institute for Strategic Studies (London, United Kingdom). In 1993-1994, director for Russia, Ukraine, and Eurasia Affairs of the U.S. National Security Council. Research interests: nuclear nonproliferation and strategic security. David Hoffman is Contributing Editor at the Washington Post and has been a journalist for more than 30 years. He recently published his second book, The Dead Hand: The Untold Story of the Cold War Arms Race and its Dangerous Legacy. He is a winner of the Pulitzer Prize in 2010. Mr. Hoffman came to Washington in 1977 to cover Congress, and later served as the Washington correspondent for the San Jose Mercury-News. He covered Ronald Reagan's campaign for the presidency in 1980, and was national economics correspondent for Knight-Ridder Newspapers. In 1982, he joined The Washington Post to cover the Reagan presidency. As a White House correspondent, he covered the major U.S.-Soviet summits of the Reagan years, including Geneva and Reykjavik, as well as domestic policy and politics. After Reagan left office, he covered the George H. W. Bush presidency. Later, he was diplomatic correspondent at the time the Soviet Union collapsed, and then served as Jerusalem correspondent, covering the Oslo peace accords. From 1995 to 2001, he served as Moscow bureau chief. His first book, based on reporting in Moscow, was The Oligarchs: Wealth and Power in the New Russia. On returning to Washington in 2001, Mr. Hoffman was named Foreign Editor and then Assistant Managing Editor for foreign news, managing the Post's foreign service, until 2009. Member of the Sustainable Partnership with Russia (SuPR) Group since 2009.

Born in 1929, he graduated from Harvard in 1951. He was a career diplomat holding a number of ambassadorialrank positions until his retirement in 1989. In 1993 he returned from retirement to become the Chief U.S. Negotiator for the Safe and Secure Dismantlement of Nuclear Weapons. During this time he negotiated agreements with several former Soviet Republics to dismantle former Soviet nuclear weapons and to prevent nuclear weapons proliferation. Amb. Goodby is a specialist on nuclear nonproliferation and security issues in Northeast Asia, focusing particularly on the Korean peninsula. Currently he is associated with the Brookings Institution and the Securities Studies Program at MIT. He is the winner of the Heinz Award in Public Policy, the Commander’s Cross of the Order of Merit of Germany, and the Presidential Distinguished Service Award and the holder of an honorary Doctor of Laws from the Stetson University College of Law. He is also an Advisor to the British American Security Information Council.

In the Soviet times Dr. Akhundov worked in the Azerbaijani Academy of Sciences as an expert on Iran and Afghanistan. In 1992 he joined the Foreign Ministry of Azerbaijan. In 1995–1999, he served in the Azerbaijani embassy in Iran. Since 2003 he works in the Azerbaijani embassy in Moscow.

Expert on international law. In 2008 he graduated the International Institute of Energy Policy and Diplomacy at the MGIMO University in Moscow. He is the author of over 250 publications on the Middle East and North Africa. The areas of academic interests include legal aspects of subsoil use, investment climate, prospects of the Russian companies in the Middle East and North Africa (Iran, Iraq, Qatar, Kuwait, Algeria, and Libya). In 2006 he conducted research for Rosneft on analysis of political, economic and legal risks in a number of the Middle East and North African countries.

Prof. Kibaroglu used to teach courses on “Arms Control & Disarmament” and “Turkish Foreign Policy” in the Department of International Relations at Bilkent University in Ankara from 1997 to 2011. Prof. Kibaroglu was a Research Fellow at the United Nations Institute for Disarmament Research in Geneva (1995); International Atomic Energy Agency Fellow at the University of Southampton (1996); Post-doctoral Fellow at the Monterey Institute in California (1996/97); and Sabbatical Fellow at the Belfer Center of Harvard University (2004/05). Prof. Kibaroglu is the co-author of Global Security Watch – Turkey (2009) by Praegers in the United States, and the co-editor of Defence Against Weapons of Mass Destruction Terrorism (2010), Bioterrorism: Threats and Deterrents (2010), Responses to Nuclear and Radiological Terrorism (2011), Defence Against Terrorism (2011), and Analysis and Strategies to Counter the Terrorism Threat (2011) by IOS Press in Netherlands. He is also the author and co-author of numerous chapters in books as well as articles in academic journals, such as Security Dialogue, Nonproliferation Review, Bulletin of the Atomic Scientists, Middle East Quarterly, Middle East Journal, Brown Journal of World Affairs, Middle Eastern Studies, Korean Journal of Defense Analysis, and Middle East Policy. PIR Center Advisory Board member since 2013.
