Dmitry Feoktistov on Iran, FATF and Money Laundering


MOSCOW, AUGUST 23, 2012. PIR PRESS - On July 10, 2012 the Summer meeting of the Trialogue Club International took place with keynote speaker being Deputy Director of the Department on New Challenges and Threats of the Russian Foreign Ministry, member of the PIR Center Advisory Board, Dmitry Feoktistov. The talk was named “Money Laundering and Terrorism Financing Issues in the light of Russia's Presidency in FATF in 2013-2014”.

Dmitry Feoktistov defined the main aims and methods of work of the the Financial Action Task Force at the current stage, the role of Russia in the global system of countering terrorism financing and WMD proliferation. Also, the speaker outlined the problem of identifying the financial flows from the illicit drugs production and drugs trafficking from Afghanistan, examining the perspectives of interaction in this field between the FATF and the EAG.

Answering to the questions of members of the Trialogue Club, Dmitry Feoktistov dwelt upon the Iranian issue, describing the possible role of Russia, FATF and EAG in persuading Iran to implement the FATF Recommendations. In particular, talking about the prospects of Iran joining the EAG, Dmitry Feoktistov said: “It is known that Iran has informally approached the EAG Secretariat for membership in this organization. There was no positive decision. Why? The main reason is that since 2007 Iran is in the FATF black list. This is not because someone does not like Iran. The reason is that the Iranians do not fulfill what they have repeatedly promised to do, in particular - to adopt a law on combating the financing of terrorism. FATF assesses states' actions, not their promises - thus, considering Iran's inaction, removing Iran from the FATF black list is out of question. The same is true for the prospects of Iran joining the EAG”.

According to Dmitry Feoktistov, "as far as for the implementation of the FATF Recommendation 7 by Iran, it should be noted that such implementation is closely linked with the need to implement the relevant financial provisions of the UN SC resolutions on Iran. Today Iranian leaders have to take political decision and demonstrate their commitment to real cooperation with FATF in the implementation of not only Recommendation 7, but all the forty FATF Recommendations.
