Searching for Common Approaches on Information and Communication Technologies in the Context of International Security

On October 31, 2012 the seminar «Information and Communication Technologies in the Context of International Security: Searching for Common Approaches» was conducted by PIR Center in cooperation with the Foreign & Commonwealth Office of the United Kingdom.  

50943550948c9.jpgThe seminar brought together a prominent composition of experts in the field of international information security and global internet governance government officials, representatives of the private sector and the academia. The event was attended by Resident Legal Advisor at the Embassy of the United States to the Russian Federation Luke Dembosky, Minister and Deputy Head of Mission, Embassy of the United Kingdom to the Russian Federation Dennis Keefe, Director of the Coordination Center for Top-Level Domain .RU Andrey Kolesnikov, Head of the Department for international cooperation at the Ministry of Communications and Mass Media of the Russian Federation Andrey Mukhanov, Director General of Group-IB company Ilya Sachkov, Counsellor of the Secretariat of the Collective Security Treaty Organization Vladislav Shushin, Program Director of non-commercial partnership National information security forum Infoforum Elena Volchinskaya, Chairman of PIR Center Executive Board Mikhail Yakushev and others.

Being conducted shortly after the Budapest conference on cyberspace, scheduled for October 4-5, 2012, the seminar addressed vital issues of cooperation between Russia and its foreign partners on countering cybercrime, bridging national approaches and confidence building in cyberspace and creating a global regime of information security. Participants of the seminar focused on such issues as bridging approaches of Russia and its foreign partners to the issues of international information security, international cooperation on countering cybercrime, prospects and obstacles for building a comprehensive regime of international information security, and also confidence building in cyberspace.

5094377a10b90.jpgAn issue that provoked heated discussion at the seminar was the problem of preventing cyberwars and prohibiting creation of sophisticated cyberweapons. As Andrey Kolesnikov pointed out, «one of the key factors here s the very style and approach of the Russian policy-makers towards countering strategic cyberthreats. It is common practice for Russian – and not only in this field – to drift towards reactive and defensive approach.

For example, we strike a coalition with our Central Asian partners and China in order to fight some threats, to re-act to them. From my point of view the internet is such a domain that does not tolerate any defensive approach. Russia does need a proactive strategy in this sphere. A thematic issue of PIR Center’s Security Index journal (Russian edition) No. 1 (104) 2013 was presented to participants of the seminar within the framework of its agenda. For the first time, the whole issue is dedicated to the problems of global security in a digital age. Selected articles of the issue will be disseminated through our website and e-newsletters.  Readers of the journal will receive the issue on the New Year eve.

PIR Center pays much attention to the issues of information and communication technologies in the context of global security within the framework of is project   «International Information Security and Global Internet Governance».
