 IMG_5409.jpgMOSCOW, NOVEMBER 23. PIR PRESS – “The signs are ominous at the moment, there are rumblings that he 2012 Conference on a WMD-Free Zone in the Middle East will not take place. And I think this is going to be a major set-back. Which is why I think my talking to you today is particularly timely, because I think there is an opportunity for Russia to use its considerable international influence in order to prevent the breakdown because if we do not have this meeting this December I fear that we are storing up trouble for ourselves and for the NPT for 2015”, – Ambassador Jayantha Dhanapala, President of the Pugwash Conferences on Science and World Affairs.

On November 23, 2012 within the framework of Midweek Brainstorming Sessions PIR Center held a meeting with Ambassador Jayantha Dhanapala, President of the Pugwash Conferences on Science and World Affairs, member of PIR Center Advisory Board. The meeting was attended by associate professor of MGIMO University Ildar Akhtamzyan, leading research associate of the Center for Arms Control, Energy and Environmental Studies Vladimir Rybachenkov, professor of the Institute for Peace Research and Security Policy Götz Neuneck, editor of International Affairs journal Andrey Torin и and representative of NATO Information Office in Moscow Maria Usacheva. On the part of PIR Center the discussion was supported by Senior Vice President Evgeny Buzhinsky, Education and Training Program Director Albert Zulkharneev and Internet Project Director Andrey Baklitsky.

IMG_5401.jpgDr. Dhanapala commenced his speech on “Between the 2010 and 2015 NPT Review Conferences: Assessing the Progress Achieved and Remaining Problems” from the question on conducting the 2012 Conference on a WMD-Free Zone in the Middle East. According to the speaker, if the Conference still takes place that would be an event of major symbolic meaning. As Ambassador Dhanapala pointed out, «the signs are ominous at the moment, there are rumblings that that meeting will not take place. And I think this is going to be a major set-back. Which is why I think my talking to you today is particularly timely, because I think there is an opportunity for Russia to use its considerable international influence in order to prevent the breakdown because if we do not have this meeting this December I fear that we are storing up trouble for ourselves and for the NPT for 2015”.

Participants of the discussion also touched upon the issues of exacerbating Israeli-Palestinian conflict, Iran in the context of nuclear nonproliferation, situation around Syria and peaceful use of nuclear energy.

Dr. Dhanapala gave his assessment of PIR Center’s activities: “PIR has developed into an important and influential think tank. And I not only in my capacity as president of Pugwash but in my work both in the United Nations and as a Sri Lankan diplomat have had a number of common links with you”.
