2015 NPT Review Conference: learning from the Third PrepCom

MOSCOW, 15 DECEMBER 2014. PIR-PRESS – «Even the positive climate of the Third Session was a double-edged sword: the delegations were so eager to achieve a consensus that they dropped the most contentious issues from the PrepCom agenda, and left them for the Review Conference to deal with in 2015. Debates at the RevCon will inevitably focus on nuclear disarmament and the Middle East, and the international community will eventually have to tackle these problems head-on», – PIR Center’s "Russia and Nuclear Nonproliferation" Program Director Andrey Baklitskiy.

The third session of the Preparatory Committee for the 2015 NPT Review Conference was held in New York from April 28 to May 9, 2014. According to the Director of the PIR Center "Russia and Nuclear Nonproliferation" Program Andrey Baklitskiy, the session did not bring the expected breakthrough, however it was a good preparation for the upcoming NPT Review Conference. In 2015, delegates will not have to start from scratch: a working paper prepared by the chairman of the session Ambassador Enrique Roman-Morey will form a good basis for further negotiations. This document is also likely to be used  by the Chair of the Review Conference for preliminary consultations with representatives of key states in the winter and spring of 2015.

Andrey Baklitsky notes that the agenda of Review Conference of 2015 became another gift of the Third session. The document based on the agenda of conference of 2010 with addition of points following from the Final document of 2010 was submitted by the chairman for vote in the first day of the Third session and was accepted by representatives of member states of the NPT. In spite of the fact that adoption of the agenda in many respects is a technical moment, its absence can affect work of Review Conference considerably. In 2005, the parties spent more than a week of conference only to agree on the agenda. At last, the positive atmosphere in which the Third session of Preparatory Committee was conducted will help the delegates of 2015. Despite considerable disagreements of member states, delegations showed that they can and are ready to conduct constructive discussion where demarches and personal attacks are an exception, rather than the rule.

On April 30, 2014 PIR Center presented its non-governmental White Paper “NPT Article VI and Implementation of the 2010 Review Conference Decisions” at an official side event of the third session of the Preparatory Committee for the 2015 NPT Review Conference.
