Leonid Grigoryev gave a keynote speech at the Trialogue Club International meeting

MOSCOW, DECEMBER 13, 2016. PIR PRESS – “World energy is stuck between the economic rational approach connected with the fuel prices and the necessity of the deal with greenhouse gases, which makes the life in the energy sector quite intolerable. Any additional political interference will lead either to the ridiculous increase in spending or to the loss on a climate side”, - Leonid Grigoryev, Chief Adviser to the Head of the Analytical Centre for the Government of the Russian Federation, Tenured professor of National Research University Higher School of Economics.

A regular meeting of the International Trialogue Club took place on the topic “New situation in the energy markets, Russia’s interests and international politics”. The keynote speaker was Leonid Grigoryev, one of the leading Russian experts on world energy, Chief Adviser to the Head of the Analytical Centre for the Government of the Russian Federation, Tenured professor of National Research University Higher School of Economics.

Diplomats from Czech Republic, Germany, Italy, Japan, Malaysia, and Switzerland as well as representatives of NATO Information Office in Moscow, IMEMO RAS, ICANN and other club members took part in the meeting. Albert Zulkharneev, Director of PIR Center, moderated the meeting.

Leonid Grigoryev presented his view on the influence of the new technologies, climate change problem, and political factors on the world energy markets: “World energy is stuck between the economic rational approach connected with the fuel prices and the necessity of the deal with greenhouse gases, which makes the life in the energy sector quite intolerable. Any additional political interference will lead either to the ridiculous increase in spending or to the loss on a climate side”. 

One of the main problems according to the speaker is the uneven development of the countries. He also pointed out that the decrease in greenhouse gases emission in Europe is mostly connected with the transfer of the industries to the other countries. “Everything that Europe is capable of decreasing in terms of emissions per year, is all being nullified by the increase of emissions in the developing world in one or two months. All these negotiations on climate and on how to give the developing countries $100 billion per year to decrease emission – that’s just talks”, - noted expert.

Leonid Grigoryev also explained Russia’s position in the energy markets and how it is influencing country’s economy: “We understand OPEC’s situation. OPEC is suffering from the loss of financial means much more than Russia. We have different economy and different taxation system, therefore, we were better prepared for third oil shock in the quarter of the century”. Speaker noted that the issue of “progressive” types of energy is a special one for Russia, as one needs to take into account local circumstances: “We are here as progressive, as our economic circumstances allow us to be”.

The speech was followed by Q&A session, where presenter answered the questions of the club members on the dynamics of the prices on the energy carriers and economic conditions in Russia, perspectives of the substitution of the carbon sources by the new ones, timeframes for the introduction of the new energy technologies, role of the nuclear energetics in the context of the development of the “green” energetics.

Commenting the keynote speech, Vyacheslav Trubnikov, army general, member of the Trialogue club noted: “Today I heard probably the most reasonable analysis for the 15-20 years of what is actually happening. And there is nothing promising here, and sometimes even gloomy, but it is the reality of what is happening in the energetics”.

Leonid Grigoryev’s presentation started a lively discussion among the participants of the meeting, especially concerning the future of energetics and the feasibility of the complete transfer to the “green” energetics.
