“Joe Biden has already begun forming a “shadow National Security Council”, which includes several dozen working groups. According to media reports, the leading roles in this structure are played by Biden's most trusted advisers: former Deputy Secretary of State Antony Blinken, who is tipped for the position of Secretary of State or National Security Advisor; Jake Sullivan, ex- Director of Policy Planning in the State Department; Avril Haynes, ex-Deputy Director of the CIA; Michele Flournoy, former Under Secretary of Defense for Policy. Staffing base of the "shadow NSС" is the analytical centers of the democratic administration, the most prominent among which are the Center for New American Security and the Penn Biden Center for Diplomacy and Global Engagement, founded by Biden himself" – this is the leitmotiv of the 525th issue of Yaderny Kontrol.

XX Anniversary International School on Global Security — 2020

 


The Anniversary 20th International School on Global Security takes place on September 26 — October 4, 2020. 

The PIR Center International School on Global Security is a unique platform where young politicians, diplomats, military and civil servants, journalists, scholars, and students expand the scope of their professional knowledge and further their education. The School is intended for those who strive to build expertise and improve professional skills and contribute to a more secure world.

The School is an excellent opportunity for those who are studying Russia and the Russian language abroad for a deep immersion in a linguistic, cultural and professional environment established by leading Russian experts in the field of international relations.

 

Key topics for the 2020 International School

· WMD nonproliferation and nuclear threat reduction – global and regional agenda. Future of the NPT. WMD in the Middle East. North Korea and security in East Asia. The Iran deal

· Arms control and new arms race. START, INF, missile defence, weapons in outer space, drones

· Emerging technologies: real and mythical opportunities and threats (artificial intelligence, lethal autonomous weapons)

Working language of the School is Russian. Participants should be fluent in both Russian and English.

Students will have the opportunity to discuss critical questions of global and regional security with senior Russian officials and international civil servants.

The list of School speakers includes: Chairman of the Executive Board of the PIR Center Evgeny P. Buzhinskiy, President, Institute of Oriental Studies of the Russian Academy of Sciences Vitaly V. Naumkin, Head of the Center for Global Trends and International Organizations, Diplomatic Academy of the Russian MFA; PIR Center Director Vladimir A. Orlov, Deputy Minister of Foreign Affairs of the Russian Federation Sergey A. Ryabkov, Board member, Institute of World Economy and International Relations, Russian Academy of Sciences Vyacheslav I. Trubnikov, Head of Strategic Projects, Kaspersky Lab Andrey Yu. Yarnykh, etc.

Participants. 25 diplomats, officers, civil servants, international relations scholars, journalists, graduate students, and undergraduate students from CIS, Europe, the USA, SCO and BRICS countries.

Place. The School takes place in the ancient Russian city of Zvenigorod. Near the city there are unique monuments of the Russian spiritual culture, the Savvino-Storozhesky and Novoirerusalimsky monasteries, places connected with life of the Russian writers and composers.

In case of adverse epidemiological situation caused by COVID-19, the International School will be held in the form of a videoconference. If a part of the selected participants will be unable physically arrive in Moscow due to the closed borders and/or a ban on traveling abroad, the School will be held in a combined format (some of the participants will be present in person, the other part will join all School events remotely in real-time mode).


The International School on Global Security 2020 is conducted using a grant from the President of the Russian Federation for the development of civil society provided by the Presidential Grants Foundation.

Scholarships. Thanks to the support of our partners, selected participants will be provided with scholarships, fully or partially covering participation fee (training course, accommodation and transportation). Scholarships are awarded on a competitive basis to members of research and educational institutions, governmental agencies and other organizations from the CIS countries.

INSTRUCTIONS FOR SUBMITTING AN APPLICATION TO THE INTERNATIONAL SCHOOL ON GLOBAL SECURITY 2020 

Applicants who wish to participate in the competitive selection for the International School on Global Security should:

1.FILL IN electronic questionnaire HERE (the link is available on school.pircenter.org

2.SEND to organizers at the e-mail address edu@pircenter.org the following documents:

Essential:

- Cover Letter (in Russian), in which applicants should explain their goals for participation in the program.

- Letter of Recommendation from organization’s director or advisor of applicants (in either Russian or English);

Optionally applicants can submit any other materials which will allow us to evaluate the application further (CV, publication, etc.).

Please, state in the subject line: International School 2020 Application.

3.RECEIVE A CONFIRMATION by e-mail from the organizing committee of School that the application is accepted for consideration.

The organizers may ask for an interview with the candidate (face-to-face or by phone).

Working language of the School is Russian. Separate performances may be held in English. Participants should be fluent in both Russian and English.

The deadline for the submission of applications is August 10, 2020.

The organizers bear the costs associated with the accommodation and meals of program participants representing scientific, educational organizations and government bodies of the CIS countries, as well as provide students with the necessary handouts and literature. Travel expenses to Moscow and back to nonresident participants are covered by the sending side. On the basis of individual applications, PIR Center may consider paying for the fare to participants from regions of Russia remote from Moscow and Central Asian countries.
