“The call of the Global Times chief editor Hu Xijin to increase the Chinese nuclear arsenal to 1000 warheads and put into service 100 DF-41 ICBMs caused a heated debate in the expert community. According to Xijin, the size of deterrence forces on a daily basis determines the attitude of American elites to China. He later explained that the threshold of 1,000 warheads is just a guideline. “If the United States continues to believe that China has only a few hundred warheads at its disposal, it will be dangerous for China” - this is the leitmotiv of the 523rd issue of Yaderny Kontrol.

The memo presents possible scenarios should the New START Treaty expire without extension. Special attention is being paid to confidence building measures to implement without a treaty-like legal basis. The memo also considers the build-up potential of strategic nuclear forces of Russia and the US.

International Summer School on Global Security 2005

SS2005-FirstPage-1.jpgFrom July 3 to 9 2005, PIR Center organized a Summer School on nonproliferation for young professionals from Russia and the CIS countries. The event was prepared in the framework of development of young professionals’ capacity in the field of nonproliferation and arms control.

Educational programs in the field of nonproliferation are one of the highest priorities in the PIR Center activities. The goal of these programs is to improve the skills of young professionals from public and private institutions who work in the field of nonproliferation and arms control, as well as researchers and graduate students, students of senior courses SS2005-FirstPage-2.jpgand journalists interested in the aforementioned issues.

The program is held annually since 2001. In 2005 the Summer School on nonproliferation for the first time took place outside of Moscow, in the hotel complex Pokrovskoye located in the Moscow region. The event was attended by some 25 participants representing the six republics of the former USSR, as well as four Russian closed administrative-territorial formations (CATF). Noteworthy fact is that PIR Center received more than 70 applications.
