YADERNY KONTROL
Yaderny Kontrol, or Nuclear Control, is a unique journal, dealing with international security, arms control, and nonproliferation issues (ISSN 1026-9878). The PIR Center has published the journal in Moscow since November 1994; it is published six times a year, and is sent to more than 2,000 addresses in 72 cities throughout Russia (including all closed nuclear cities), as well as to other CIS states and 22 nations.
Yaderny Kontrol has become a key source of independent and reliable information and professional analysis for Russian decision makers, legislators, non-governmental experts, and researchers. It is frequently quoted by leading media organizations both within Russia and worldwide. There are no analogous publications in Russia or the CIS. Yaderny Kontrol has become Russia’s most authoritative periodical on issues of international security and arms control. It contains exclusive materials, interviews with leading Russian politicians and specialists, and analytical articles by the most prominent experts.
As Minister of Defense Marshal Igor Sergeyev wrote to the Editorial Board, “We need this journal, we read and analyze it, and we believe that its level is rather high”. According to academic Sergei Kapitsa, “The journal contains a lot of useful and unbiased information. Such a journal is needed, especially in our not very stable time. […] The journal contains competent and high-quality information about the nuclear control agenda and issues relating to it.”
Every issue deals with such topics as:
- Nuclear weapons, nuclear strategies, and defense policies;
- Proliferation threats;
- Export controls;
- Nuclear security;
- Chemical weapons;
- Biological weapons;
- Missiles and missile technologies;
- Dual-use technologies;
- Conventional arms and high-precision weapons.
Yaderny Kontrol includes the following sections:
- Editorial - giving the editor’s and PIR Center’s viewpoint on every issue;
- Urgent! – covering the most important and acute problems;
- Information – containing a rich collection of clippings from more than sixty sources of Russian media combined with information from the PIR Center’s own sources;
- Interview - exclusive interviews with key Russian decision makers;
- Commentary – giving brief comments by the PIR research staff on most recent developments and changes in defense policy, etc.;
- Analysis – presenting analytical articles by leading Russian and international researchers;
- Polemics – reflecting one of the journal’s key objectives: it provides alternative viewpoints and positions and maintains a climate of pluralism of opinion even when the Editorial Board holds opposite views;
- Document – making available documents regarding nuclear issues, especially nuclear weapons, in Russia. Some documents are given to Yaderny Kontrol with the right of first print;
- Database in Print – offering archives and collections of articles from the media and data on a particular subject;
- Library – providing a bibliography of arms control literature;
- Records – conveying summaries of discussions that have taken place at major arms control and nonproliferation conferences in Russia and abroad.
The Editor-in-Chief is Dr. Vladimir A. Orlov. The Editorial Board is composed of key Russian experts in nonproliferation and nuclear-related issues including Amb. Roland Timerbaev who is currently the PIR Senior Advisor, Col.-Gen. (ret.) Yevgeni Maslin, Lt.-Gen. (res.) Vasily Lata, Dr. Dmitry Evstafiev. Ms. Karina Furaleva is the technical editor. Dmitry Kovchegin is reporter. Dmitry Polikanov is the editor of the English edition.
