PIR PRESS. «We would like to present the Fall-Winter issue of “Pathways to Peace and Security” to our readers. …The third section addresses current issues in the field of nuclear non-proliferation and security. Elena Karnaukhova (PIR-Center and MGIMO-University) provides a systemic analysis of the process of erosion of international non-proliferation regime both at the macro level (as one of manifestations of the transformation of the world order) and in the specific case of the Tenth NPT Review Conference. The author relies, inter alia, on the first-hand materials she collected as a participant in that conference, in her capacity of a representative of a Russian NGO, the PIR-Center. Vladimir Orlov (MGIMO) and Alexey Yurk (PIR-Center and Saint-Petersburg State University) propose to revive the idea of a nuclear weapon free zone in Central and Eastern Europe (CEE) and critically assess four scenarios of potential developments in this field», – Dr. Ekaterina Stepanova, Head of the IMEMO Group on Peace and Conflict Studies, Editor-in-chief of “Pathways to Peace and Security”.

In December 2022, the new issue of IMEMO RAS Academic Journal Pathways to Peace and Security was published. Among its authors are representatives of PIR Center: Deputy Director – Education and Training Program Director of PIR Center Elena Karnaukhova, the Founder and Director of PIR Center Vladimir Orlov and Junior Research Fellow of Nuclear Nonproliferation and Russia Program Alexey Yurk.

Elena Karnaukhova’s article titled Erosion of the nuclear nonproliferation regime in the context of transformation of the world order (the case of Tenth Non-Proliferation Treaty Review conference) discusses the problem of the functioning of the nuclear nonproliferation regime in the context of the world order transformation. The author examines the nuclear nonproliferation regime through the lens of global power reconfiguration that, among other things, affects the NPT review process. The author explores general trends in the evolution of the nuclear nonproliferation regime since the collapse of the USSR. This allows us to both identify the factors of erosion of the nuclear nonproliferation regime and analyze prospects and risks of the NPT review process. The analysis is largely based on the first-hand material collected by the author during her in-person participation in the Tenth NPT Review Conference as a representative of a Russian nongovernmental organization, specializing in nuclear nonproliferation, disarmament, and global security.

The article by MGIMO Professor, PIR Center Director Dr. Vladimir Orlov and PIR Center Junior Research Fellow Alexey Yurk Prospects for the establishment of nuclear weapon-free zone in Central and Eastern Europe raises terminological issues related to a nuclear weapon-free zone in Central and Eastern Europe (CEE), discusses a potential territorial framework for such a zone, and provides a brief historical account of the issue. Four scenarios of regional developments in the field of nuclear non-proliferation are offered. Two scenarios provide for the creation of a nuclear free zone, one more involves the freezing the current situation, and the last one focuses on threats to non-proliferation regime in Central and Eastern Europe. In the end, conclusions are offered about the potential significance of such a zone for the settlement of the conflict in Ukraine, especially in connection with conventional arms control measures in Europe.

The articles were prepared as part of the Global Security, Strategic Stability and Arms Control Project. The Project is being implemented jointly with MGIMO University as part of the Strategic Academic Leadership Program “Priority 2030”.
