The Challenge for Cybersecurity: Prospects for Global Internet Governance?

On November 7, 2013 Chairman of PIR Center Executive Board Michael Yakushev delivered a lecture on “The Challenge of Cyber-Security: Prospects for Global Governance of the Internet?” in the framework of the Seminar organized by the James Martin Center for Nonproliferation Studies (CNS) at the Monterey Institute of International Studies (California, USA). The presentation of the Chairman of PIR Center Executive Board provides a panorama of today's key international and political issues and challenges in the field of ICT including terminology conflicts and clashes between models of national regulation as well as contradtions arising from the use of the ICT in military and political purposes.

Besides, the focus in the presentation is also made on current trends and challenges in the field of global internet governance with regard to recent revelations by Edward Snowden and consequent reaction on the part of nation states, technical and international organizations. Finally, the presentatio also highlights the new big issues related to cyberspace - e.g. global identification of internet users, countering proliferation and use of cyber weapons, global regulation of social networks. etc.
