Lieutenant-General (Retired), Ph.D. Military Sciences. In the Armed Services since 1968. Graduated from the Military Institute of Foreign Languages, M.V. Frunze Military academy. 1976-1992 – served in different positions in the General Staff of the USSR and Russian Federation. From 1992 to 2002 – served in positions of: Senior Officer, Deputy Head of Direction, Head of Direction, Deputy Head of Department, Head of the International Treaties Department of  the Russian Ministry of Defense. Promoted to the rank of Major-General in 2000, to the rank of Lt.-General – in 2003. In 2002 he was appointed on the position of Head of the International Treaties Department – Deputy Head of the Main Directorate of International Military Cooperation of the Russian Federation Ministry of Defense. Retired from active duty in 2009. In 2009-2017 - PIR Center Consultant, then Senior vice-president. PIR Center's Chairman of the Executive Board since 2014. From 2016 – Associate professor and Head of Center for Applied Political-Military Research of School of World Politics, M.V.Lomonosov Moscow State University.  Deputy CEO of "Vega Radio Engineering Corporation" from  2009 to 2018. Vice-President of Russian International Affairs Council (RIAC).  Expertise: arms control, political and military aspects of international security, non-proliferation of weapons of mass destruction, military use of the outer space, Russia-NATO, Russia-U.S., Russia-China relations. 10/20

Elena graduated from Moscow State University in 2005 and later went on to get her Ph.D. in History. In journalism since 2003. She worked as a correspondent for the Germany desk and as a radio broadcast host for the Russian government’s radio broadcasting service Voice of Russia. She has also been a correspondent for the newspaper Moskauer Deutsche Zeitung, the wire service EurActiv, and the magazine Russian Newsweek. Elena’s professional interests include cyber security and diplomacy, arms control and disarmament, and Russian foreign policy in general. She speaks Russian, English and German. Member of the Sustainable Partnership with Russia (SuPR) Group since 2013. Member of the PIR Center EKS Working Group on International Information Security and Global Internet Governance since 2012. Member of the Executive Board of the PIR Center. In 1990, he graduated from MGIMO University. He worked in the Foreign Ministry of the USSR/Russia, in the Moscow News newspaper. In 2000-2002, he studied Management in the Military-Technical Cooperation course at the Russian Foreign Trade Academy.  Since 1994 he is a Research Fellow at the PIR Center. Research Fellow of the Center for Global Studies & International Organizations of the Institute for Contemporary International Studies of the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation. He is a Member of the Expert Council on the International Humanitarian Law of the State Duma of the Russian Federation, participant of the International Panel on the Regulation of Autonomous Weapons Systems (IPRAW), participant of the Russian-American Dartmouth dialogue. He has more than 300 publications on international security issues. His research interests include military artificial intelligence, new weapons systems, arms control, Russia's military-technical cooperation with foreign states, strategic stability, Russia-US and Russia-NATO relations, Central Asia and Afghanistan, and illicit arms trade. 09/20

Biography :

Colonel General (Ret.), one of the founders of Russia's programs for international cooperation in the dismantlement of surplus armaments, an accomplishment recognized by the award of several government honors, including the Order of the Red Star, Order for Service to the Fatherland, and many medals. A leading expert on nuclear security, nuclear weapons reductions, and verification mechanisms. Laureate of the Russian State Prize. Worked in USSR/Russian Ministry of Defense organizations for more than 40 years, including from 1992-1997 as head of the Russian Ministry of Defense 12th Main Directorate, which is responsible for the security of nuclear munitions. Author of many publications in Russian and English, including articles on nuclear security, the Cooperative Threat Reduction program, and nuclear nonproliferation. He was awarded the Order of Military Merit and the Order of Courage.

Doctor of Economics. Member of the Board of Directors of the Gazprom company. Doctor of Economics, Professor. Recognized by the Russian Federation as an economist of distinction. Participated in the drafting and realization of economic reforms in Russia, holding a variety of government posts. Served as an advisor to the Russian prime minister in 1992-1993, and from 1997-2002 headed the Russian government's Working Center for Economic Reform. Currently a member of the Presidential Council on Science, Technology, and Education. Author of over 20 monographs, books, and learning aids and more than 400 brochures, academic articles, and popular essays. Academic interests include political economy, history of Russian economic thought and economic reforms, economic policy history and theory, and comparative analysis of economic policy.

Ph.D in Political Science, head of the Group on peace and conflict studies and leading research associate at the Primakov National Research Institute of World Economy and International Relations (IMEMO), RAS. Specializes on armed conflicts and conflict management research, terrorism, other types of collective violence, ideological extremism, political economy of conflicts, and network structures. In 2007-2009 was Leader of the Stockholm International Peace Research Institute (SIPRI) Armed Conflicts and Conflict Management Project. Author of 180 scientific papers in ten languages, six monographs, including "Terrorism in Asymmetrical Conflict" (Oxford Univ. Press, 2008). Her book “The Role of Illicit Drug Business in the Political Economy of Conflicts and Terrorism” (Moscow, 2005) has won the medal for young scientists from the Russian Academy of Sciences. Serves on editorial boards of the following journals: "Global Governence", "Terrorism and Political Violence" (St Andrews Univesity, UK), "The International Journal on Conflict and Violence", "Security Index" (PIR Center), and "The road to peace and security". Gives lectures for the international programs at the European University in St. Petersburg (EUSP) and Russian Presidential Academy of National Economy and Public Administration (RANEPA).
