Biography :

A student of the International Relations Department, the Lobachevsky State University in the city of Nizhny Novgorod, she trained at the PIR Center between July 21 and November 14, 2003. She took part in the Second International Conference on Problems of Nonproliferation held in Moscow. As part of her internship she prepared a report entitled “Russia and Scandinavia, an Extension of the Global Partnership Program” and presented its results at the seminar held on October 29, 2003.

Ruslan has completed his Master’s Programm in “European and International Law” at the University of Saarland in Germany. He holds BA in international relations from the Kyrgyz-Turkish “Manas” University. In 2011 he has interned in International Republican Institute in Bishkek (Kyrgyzstan). His research interests are legal aspects of international security, international relations and democratic processes in Central Asia. Ruslan speaks English, Turkish, German and Russian languages. Graduated from high school in the city of Osh. She previously worked in the Secretariat of the Investment Council under the Jogorku Kenesh (Parliament) of Kyrgyzstan, United Nations Development Programme and the NGO "Center for American Studies". A Senior Research Fellow at the Center for Euro-Atlantic Security at the MGIMO University of the Russian Foreign Ministry, a Consultant at PIR Center, a member of the Deep Cuts Commission and expert at Valdai Club International. He has previously served as a Research Fellow at the Center for Global Trends and International Organizations of the Diplomatic Academy of the Russian Foreign Ministry, PIR Center «Russia and Nuclear Nonproliferation» Program Director and the Editor-in-Chief of monthly e-bulletin “Yaderny Kontrol” (“Nuclear Control”). Mr. Baklitskiy was a Visiting Research Fellow at the Center for Strategic and International Studies (CSIS) in 2019-2020. He taught courses on nuclear nonproliferation and emerging technologies at the MGIMO University and the Diplomatic Academy of the Russian Foreign Ministry. He regularly contributes to Russian and international media and has authored numerous articles and reports. Mr. Baklitskiy graduated from the Urals Federal University with a specialist diploma in regional studies. Oleg Demidov graduated from the School of Public Administration at Moscow State University of Lomonosov in 2010. Currently, Oleg has been working on his Ph.D thesis at Moscow State Institute of International Relations (MGIMO University). In 2011-2012, he held the position of Project Coordinator at Center for Political and International Studies (CPIS) under the International Federation for Peace and Conciliation. In 2012-2016, he has served as an expert to the Commission on Information Security and Cybercrime at the Russian Association for Electronic Communications (RAEC). He is a graduate of the International Summer School of the PIR Center for global security issues. In 2012-2014, he held the position of Director of the Program International Information Security and Global Internet Governance at PIR Center.  In 2011-2014 Oleg participated in the international project “A Twenty-First Century Concert of Powers” conducted by Frankfurt Peace Research Institute (PRIF). In 2018, being a Head of the Analysis and Forecasting Department of the Tatarstan Entrepreneurship Support Fund, he collaborated with the Ministry of Economy of the Republic of Tatarstan in developing projects for digital transformation of the Republic's economy. From February 2019 to February 2020, he was a Cyber Portfolio Researcher at the United Nations Institute for Disarmament Research (UNIDIR). Currently, he is an independent researcher. Since 2015, he has been working with the PIR Center as a freelance consultant. During the internship he wrote an article entitled “Russia and France in the Mirror of the Global Partnership” and published it in the Yaderny Kontrol journal, No.2, 2003. A graduate of the French-Russian Masters Program of the Moscow State Institute for International Relations (MGIMO) as of 2003. An engineer at the Reactor plant, Siberian Chemical Combine (SKhK) at Seversk, Tomsk Region. A graduate of the Physics and Technology Department of the Tomsk Polytechnical University. He trained at the PIR Center from June 3 till September 30, 2002. His sphere of scientific interest covers the problems of the handling of spent nuclear fuel, issues on the prohibition of the manufacture of fissile materials and production of the weapons grade plutonium, the HEU-LEU bilateral agreement, and the upgrading of safety and security of the nuclear power plants. He participated in the Program of Career Development for Young Specialists, arranged by the PIR Center in November 2003.

Junior Reserach Fellow at the Russian Institute for Strategic Studies. Got her MA at «Pacific studies» program of the School of International Relations, St.-Petersburg State University. In August 2008 had the internship in the Department of Asia-Pacific region, Ministry of Foreign Affairs of the Russian Federation. In 2010 attended the lectures on countering nuclear terrorism   (joint research project of the School of International Relations, St-Petersburg State University and the Belfer Center, Harvard University). Claire Lucien graduated with honors from the Institut d'Etudes Politique de Lille and the University of Kent with a major in Politics and International Relations. She is now finishing her MA at the Higher School of Economics with a focus on international security and Russia. In 2010, she interned for the French Defense Ministry where she worked for the Russia, Ukraine and Eurasia Desk of the Directorate for Strategic Affairs. In 2009, she led a study to evaluate the impact of the 2008 French White Book and the interest for the French Defense in Germany. In 2008, she participated and helped organize the Summer Course “What Iraq for tomorrow” at the Geneva International Peace Research Institute.
