A Senior Research Fellow at the Center for Euro-Atlantic Security at the MGIMO University of the Russian Foreign Ministry, a Consultant at PIR Center, a member of the Deep Cuts Commission and expert at Valdai Club International. He has previously served as a Research Fellow at the Center for Global Trends and International Organizations of the Diplomatic Academy of the Russian Foreign Ministry, PIR Center «Russia and Nuclear Nonproliferation» Program Director and the Editor-in-Chief of monthly e-bulletin “Yaderny Kontrol” (“Nuclear Control”). Mr. Baklitskiy was a Visiting Research Fellow at the Center for Strategic and International Studies (CSIS) in 2019-2020. He taught courses on nuclear nonproliferation and emerging technologies at the MGIMO University and the Diplomatic Academy of the Russian Foreign Ministry. He regularly contributes to Russian and international media and has authored numerous articles and reports. Mr. Baklitskiy graduated from the Urals Federal University with a specialist diploma in regional studies. His expertise includes nuclear arms control, nuclear non-proliferation, Iranian nuclear program, and US-Russian strategic relations. 09/20

Candidate of Physical and Mathematical Sciences. Eugene Miasnikov was graduated from the Department of Aerophysics and Space Research of Moscow Institute of Physics and Technology (MIPT) in 1985. In 1989 he got his Ph. Degree in Physics from MIPT. His dissertation was devoted to the problem of polarized laser light propagation in ocean water. Subsequently, until the end of 1991, he worked in the Scientific Production Association "ELAS" (Zelenograd) as an expert in remote sensing of the ocean from airborne and space platforms. In 1992, Eugene was a visiting fellow at the Defense and Arms Control Studies Program (currently, Security Studies Program) of Massachusetts Institute of Technology, where he studied current state-of-the-art of submarine detection and its impact on strategic stability in the world. Since 1992 Evgene Miasnikov has been working in the Center for Arms Control, Energy and Environmental Studies, and an active participant of the Center's research projects. In 2011 Eugene was elected the Director of the Center. PIR Center Advisory Board member since 2011. Member of the Sustainable Partnership with Russia (SuPR) Group since 2013.

PhD in History, Professor, Corresponding Member of the Russian Academy of Sciences. In 1968, he graduated from the Faculty of History and Philology of the Institute of Asian and African countries of Moscow State University (later Institute of Oriental Languages), where he specialized in the study of the history of Arab countries and the Arabic language. In 1966-1967, he had an interned at Cairo University and  American University in Cairo (Egypt). In 1968-1970 he served as an officer in the Soviet Army, taught at the Military Institute of Foreign Languages of the Defense Ministry. Since 1972, he began teaching medieval history of the Arab world, Islamic studies and modern political development of the Arab countries in the IAAC MSU. In 1972-1977, worked at the Graduate School of Social Sciences in the People's Democratic Republic of Yemen. Twenty years of his career devoted to the Institute of Oriental Studies under the Russian Academy of Sciences, where he was the Head of Department of the Arab Countries, then served as Deputy Director of the Institute, and throughout 1994-2009 – Head of the Center for Arab Studies. He is also President of a non-profit NGO “Center for Strategic and Political Studies,” Editor-in-chief of the “Vostok/ORIENS” journal, member of the advisory Scientific Council under the Security Council of Russia. He leads the Department of Regional Studies at the Faculty of World Politics at Moscow State University. PIR Center Advisory Board member since 2014. Member of the Trialogue Club International since 2018.

Worked as a head of department, pro-rector for scientific research of East-Siberian State Technologic University. Participated in elimination of accident consequences on Chernobyl Nuclear Power Plant in 1986. From 1994 worked for Russian MFA, headed the sector of IAEA in its Permanent Mission in Russia attached to international organizations in Vienna, former Head of Nuclear Security department, nonproliferation of nuclear weapons and international partnership in peaceful use of atomic energy of the Department for Security Affairs and Disarmament, MFA of Russia. Participated in development of the important international agreements in the field of nuclear nonproliferation and security. PIR Center Advisory Board member since 2009. Member of the PIR Center EKS Working Group on International Cooperation in Mass Destruction Weapon Nonproliferation and Physical Nuclear Safety since 2012.
