Al-Assad is responsible for coordinating Arab positions on arms control and disarmament issues at different international forums and proposing policies to Arab League’s Council at the ministerial and summit levels. He co-chairs the “Arab Governmental Committee on Elaborating a Draft Treaty on a Nuclear Weapons and Other WMD Free Zone in the Middle East” since 1996. Ambassador Al-Assad has worked for over 38 years in different specialized agencies and organizations within the Arab League System. He is a member of a number of think tanks and has a number of published researches, papers, and articles.

He has previously served as a Research Fellow at the Center for Global Trends and International Organizations of the Diplomatic Academy of the Russian Foreign Ministry, PIR Center «Russia and Nuclear Nonproliferation» Program Director and the Editor-in-Chief of monthly e-bulletin “Yaderny Kontrol” (“Nuclear Control”). Biography :

Rose Gottemoeller was sworn in as the Assistant Secretary of State for the Bureau of Arms Control, Verification and Compliance, on April 6, 2009. She was the chief negotiator of the New Strategic Arms Reduction Treaty (New START) with the Russian Federation. Since 2000, she had been with the Carnegie Endowment for International Peace. She most recently was a senior associate in the Carnegie Russia & Eurasia Program in Washington, D.C., where she worked on U.S.–Russian relations and nuclear security and stability. She also served as the director of the Carnegie Moscow Center from January 2006 – December 2008. Before joining the Endowment in October 2000, Ms. Gottemoeller was deputy undersecretary for defense nuclear nonproliferation in the U.S. Department of Energy. Previously, she served as the department's assistant secretary for nonproliferation and national security, with responsibility for all nonproliferation cooperation with Russia and the Newly Independent States. In 1994-1997, deputy director of the International Institute for Strategic Studies (London, United Kingdom). In 1993-1994, director for Russia, Ukraine, and Eurasia Affairs of the U.S. National Security Council. Research interests: nuclear nonproliferation and strategic security. Ambassador Jeremy Issacharoff is currently the Deputy Director General n the Foreign Ministry of Israel with overall responsibility for Arms Control, Non-Proliferation, Regional Security, Counterterrorism and the authorization of Israeli Defense Exports. Prof. Kibaroglu used to teach courses on “Arms Control & Disarmament” and “Turkish Foreign Policy” in the Department of International Relations at Bilkent University in Ankara from 1997 to 2011. Prof. Kibaroglu was a Research Fellow at the United Nations Institute for Disarmament Research in Geneva (1995); International Atomic Energy Agency Fellow at the University of Southampton (1996); Post-doctoral Fellow at the Monterey Institute in California (1996/97); and Sabbatical Fellow at the Belfer Center of Harvard University (2004/05). Prof. Kibaroglu is the co-author of Global Security Watch – Turkey (2009) by Praegers in the United States, and the co-editor of Defence Against Weapons of Mass Destruction Terrorism (2010), Bioterrorism: Threats and Deterrents (2010), Responses to Nuclear and Radiological Terrorism (2011), Defence Against Terrorism (2011), and Analysis and Strategies to Counter the Terrorism Threat (2011) by IOS Press in Netherlands. He is also the author and co-author of numerous chapters in books as well as articles in academic journals, such as Security Dialogue, Nonproliferation Review, Bulletin of the Atomic Scientists, Middle East Quarterly, Middle East Journal, Brown Journal of World Affairs, Middle Eastern Studies, Korean Journal of Defense Analysis, and Middle East Policy. PIR Center Advisory Board member since 2013. Vice-Chair of the Board of the Egyptian Council for Foreign Affairs, Chair of the Board of the Regional Information Technology Institute, Chair of the Board of Trustees of Magdy Yacoub Foundation for Heart Research. Dr. Shaker held the position of Ambassador of the Arab Republic of Egypt to the United Kingdom (1988-1997) and was the Doyen of the Diplomatic Corps accredited to the Court of St. James. He was Ambassador to Austria and member of the Board of Governors of the International Atomic Energy Agency (IAEA) in Vienna (1986-1988). He is the founding Dean of Academic Programs and has been Professor of Nuclear and Mechanical Engineering at Masdar Institute, Abu Dhabi since Spring 08. He is responsible for launch, operation, development and accreditation of eight MSc programs and Interdisciplinary Doctoral Program. He has been Visiting Professor at Nuclear Engineering Department, MIT since Spring 07. From Fall 02 he spent five years as Associate Professor at Nuclear Engineering Department, King Abdulaziz University. He was Faculty Fellow at Idaho National Laboratory in 2004 and 2005. Before that he was Principal Engineer for ten years at Westinghouse where he developed methods for nuclear reactor design applications. His research interests include computational reactor physics, in-core nuclear fuel management optimization, advanced reactor design, application of nuclear systems for water desalination and hydrogen production, micro- and nano- fluidics development and analysis and sustainable energy.

A Chief Negotiator for the Additional Protocol to the Biological Weapons Convention. After the end of his mandate became Deputy Director-General for International Political Affairs in the Ministry of Foreign Affairs of Iran. At the same time — Member of the negotiating team in the talks between Iran and the group EU3 on the Iranian Nuclear Program. 2006-2013 — Ambassador Extraordinary and Plenipotentiary of Iran to the IAEA and Permanent Representative to the UN and other international organizations in Vienna, including OPEC and OPEC Fund. During this assignment was a President of the UNIDO Board; Vice President of several annual sessions of the General Conference of IAEA; Chairman of the Asian Group in the UN in Vienna etc. Currently — Advisor to the Vice President of the Islamic Republic of Iran and Head of the Iranian Atomic Energy Organization H. E. Ali Akbar Salehi; Associate Professor in Nuclear Physics, Disarmament and International Security at the Faculties of Science and International Relations in various universities respectively. Irina Zvyagelskaya is a senior research fellow at the Institute of Oriental Studies, Russian Academy of Sciences. Since 1991 she is also vice-president of the Center for Strategic and Political Studies. She has been lecturing at the Moscow Institute of International Relations under the Foreign Ministry of the Russian Federation and at The Institute of African and Asian Studies (Moscow State University). The field of her scientific interests include conflicts, international relations and security issues (mainly in the Middle East and Central Asia). She is author of six books and over 200 articles.
