New PIR Center Study has been presented

MOSCOW, OCTOBER 11, 2013. PIR PRESS – “I would like to congratulate PIR Center on publication of this highly professional study. PIR Center’s report contains a lot of practical and useful information as well as a high quality analytics. The study is particularly useful for a practical work and, of course, it offers recommendations which will be valuable for various ministries and governmental institutions, as well as the State Corporation Rosatom” - Mikhail Lysenko, Director of International Cooperation Department of the State Atomic Energy Corporation Rosatom.

On October 3, 2013 in the conference hall of MacArthur’s Foundation in Moscow took place PIR Center’s Advisory Board meeting. The event was devoted to the presentation of PIR Center study (in Russian) “Prospects for international cooperation in WMD nonproliferation and nuclear security” (executive summary of the study in English is available at PIR Center website). The study is devoted to analysis of the results and the future prospects of multilateral and bilateral cooperation in the field of nuclear security and weapons of mass destruction (WMD) nonproliferation.

The meeting was attended by members of the PIR Center Advisory Board and leading experts in the field, including: Assistant Military Attache of the Embassy of Bulgaria in Russia Danail Baev, Deputy Scientific Director of Russian  Federal  Nuclear  Center All-Russian Research Institute of Experimental Physics (RFNC-VNIIEF) Alexander Chernyshev, member of the Royal Institute of International Affairs Konstantin von Eggert, Managing Director of the Moscow office of "Marcuard Heritage Limited" Michael Künzi, Director of the International Cooperation Department of Rosatom Mikhail Lysenko, Executive Director of the Department of Nuclear and Radiation Security of JSC Isotope Igor Makarevich, Member of the PIR Center Executive Board Evgeny Maslin, Deputy Chief of the Defence Policy Department of the Russian Institute of Strategic Studies Vladimir Novikov, Academician of the Russian Academy of Sciences Nikolai Ponomarev-Stepnoy,  Leading Research Fellow of the Center for Arms Control, Energy and Environmental Studies Vladimir Rybachenkov. The meeting was open to the public.

PIR Center President Vladimir Orlov delivered an opening speech (in Russian) in which he described the structure, content and the main conclusions of the study. Afterwards, the conclusions of the report were discussed by the experts. The agenda of the meeting is available at PIR Center website.

All the participants of the meeting highly evaluated the study presented by PIR Center. According to the Director of International Cooperation Department of the State Atomic Energy Corporation Rosatom Mikhail Lysenko, “PIR Center’s report contains a lot of practical and useful information as well as a high quality analytics. The Study is particularly useful for a practical work and, of course, it offers recommendations which will be valuable for various Ministries and governmental institutions, as well as the State Corporation Rosatom”. In his speech Vladimir Orlov pointed out that " PIR Center study has been distributed to all the relevant Russian government agencies. The first  issue of Security Index journal in 2014 will be devoted almost entirely to the issues of international cooperation in the field of nonproliferation of nuclear and other weapons of mass destruction and nuclear security. It will include some chapters from the existing study as well as the results of the discussions at this meeting".

PIR Center closely follows the situation in the field of nonproliferation of weapons of mass destruction and the nuclear security within its project "The Future of the Global Partnership Program and Russia-US Cooperation in Nuclear Security". Previously, within this project PIR Center prepared publications and reports on the international cooperation in WMD nonproliferation and nuclear security. In 2006 ahead of the G8 Summit in St. Petersburg PIR Center organized International Conference on "G8 Global Security Agenda: Challenges & Interests. Towards the St.-Petersburg Summit. In 2005 a guidebook of PIR Center "Global Partnership against the Spread of Weapons of Mass destruction" (in Russian) was published. From 2003 to 2007 PIR Center regularly released its "Bulletin of the Global Partnership" (in Russian). The new PIR Center study further develops previous research works in the field of international cooperation in WMD nonproliferation and nuclear security.
