PIR Center continues to publish policy papers, which were prepared for a joint seminar on reducing nuclear risks during great power competition, which was co-organized together with the Center for Strategic and International Studies (CSIS). As it appears that such competition is already underway, we decided to release two policy memos originally prepared for the seminar under one cover “Strategic (In)Stability: Perspectives from the U.S.”. As discussed by the authors, there is some overlooked potential for constructive engagement between Russian and the United States with regards to arms control and emerging technologies.

“The existing uncertainty regarding the US and Russian capabilities points to the following problem: lacking reliable information about each other’s arsenals would force both parties to prepare for the worst-case scenarios. Each would seek to ramp up its strategic arsenal, leading to a strategic arms race. In the case of the US, the situation is complicated by the fact that Washington is in the final phases of planning the structure of its nuclear forces for the next several decades”, - PIR Center experts on the scenarios should the US refuse to extend the New START Treaty.

Ecosos.jpgOn July 3, 2010, PIR Center received a special consultative status with the UN Economic and Social Council (ECOSOC).

“Special consultative status with the UN Economic and Social Council will enhance weight and authority of your organization in Russian and international NGO-community. Using this new opportunity to broaden international outreach of PIR Center's activities is on the top of the agenda,” the Director of the Department of International Organizations, Ministry of Foreign Affairs of the Russian Federation, Gennady Gatilov noted in his letter to the PIR Center.

From now on, PIR Center can send its recommendations to the Council and cooperate more actively with the UN bodies in different formats.

“Acquisition of the special consultative status with ECOSOC is an honor for our organization. We view this decision as an acknowledgment of our experience in Russia and abroad and an expression of trust from one of the main UN institutions which coordinates social and economic development issues. PIR Center and our experts are now facing new opportunities to bring our ideas and proposals to the UN institutions in the intersecting areas of sustainable development and global security, primarily in spheres of nuclear energy and nuclear nonproliferation,” President of the PIR Center Vladimir Orlov said.
